Fuel Revenue Indexing (FRI) was designed to keep pace with material and labor costs, generate funds for critically needed transportation projects and create jobs. 10-Year Extension During the November 2016 election, ballot Question 5 asked Clark County voters if they wanted to continue to tie fuel tax to the rate of inflation for an additional 10 years. Wisconsin’s gas tax was 16 cents per gallon when indexing began April 1, 1985. It lasted two decades before a different bipartisan coalition repealed the law in 2005, and when the last automatic adjustment took place April 1, 2006, it raised the gas tax to 30.9 cents per gallon, which is where it sits today. In states where taxes vary depending upon the price of the motor fuel (for example, where the tax rate is set as a percentage of the sales price rather than a cents per gallon method), the state average listed on the chart is a snapshot based upon the price of fuel (as reported by AAA) on the date the chart is updated. Fuel Revenue Indexing is fueling our region’s future, providing the necessary funds to move forward with transportation projects that will benefit thousands of residents and visitors everyday – as well as support increased trade and economic development. Biodiesel, a fuel made fully or partially from vegetable oils or animal fats, is subject to Maryland's motor fuel tax and sales and use tax. The motor fuel tax applies to biodiesel as a special fuel that is useable as a fuel in an internal combustion engine.
